Eden Housing’s Downtown Livermore Apartments is Awarded $94.3 Million to Begin Construction, Adding Momentum to this Critical Project

HAYWARD, California – (September 2, 2026) – Eden Housing is pleased to announce it has secured the final funding needed to begin construction on its Downtown Livermore Apartments project, which will deliver 130 affordable homes for families earning between 20% and 60% of the area median income.
The awards it received include:
- California Debt Limit Allocation Committee (CDLAC) Bond Award: $39,034,456
- California Tax Credit Allocation Committee (CTCAC) Federal Tax Credit Award: $47,418,260
- California Department of Housing and Community Development (HCD) Multifamily Housing Program (MHP) Gap Funding Award: $7,828,976
“Housing security has always been a priority for our City, and securing this funding is a major milestone for this project,” said Livermore Mayor John Marchand. “Time and again, this project has been supported by Livermore voters. These 130 affordable homes will give more families the opportunity to work and live in Livermore, and we are excited to see this important project move toward construction.”
Previously, the project had been awarded $6 million in Measure W funds from Alameda County. Funding partners include County of Alameda, City of Livermore, Livermore Housing Authority, and the California Department of Housing and Community Development.

The Downtown Livermore Apartments groundbreaking is slated for early 2027.
