Eden Housing, Inc.
Downtown Livermore Apartments
Background:
On July 28, 2025, the City of Livermore once again put their support behind Eden Housing’s proposed project, which will provide 130 new affordable housing units for low-income families, by approving a resolution that ratifies, reaffirms and readopts an amended and restated disposition, development and loan agreement with Eden Housing.
The Council’s action allows the developer to seek financing to build the affordable housing consistent with the City’s prior approvals.
Eden Housing and the City have been working together since 2018 when Eden Housing was selected to develop plans for affordable housing on a site at the southeast corner of the Railroad Avenue and L Street intersection that the City of Livermore acquired between 2007 and 2009 for this purpose,
The project would include one- to three-bedroom apartment homes designed for those earning between 20 to 60% of Alameda County’s area median income.
Statement of Linda Mandolini, President & CEO, Eden Housing, Regarding City Council Decision on Downtown Livermore
“Eden Housing deeply appreciates the ongoing support of the City of Livermore. This milestone marks a significant step forward in what has been a long and needlessly challenging process—delayed by meritless lawsuits that have only made it harder to respond to the region’s urgent need for affordable housing. These homes play a vital role in addressing the housing crisis by providing stable, affordable options for low-income families who are an essential part of the local workforce.
We are grateful to the many supportive residents, community advocates and to the City Council for their unwavering commitment, and we look forward to advancing this much-needed project as we begin seeking financing and move closer to bringing these homes to life.”
