The Unity Council and Eden Housing Break Ground on 2700 International Affordable Housing Development in Oakland

May 14, 2026

The Unity Council and Eden Housing are proud to announce the groundbreaking of 2700 International, a new mixed-use affordable housing development in Oakland’s Fruitvale neighborhood. The project marks a major investment in affordable housing, community development, and long-term stability for Oakland residents.

Located on International Boulevard, the development will feature 75 units of permanently affordable housing for households earning up to 60% of the Area Median Income (AMI), including 22 supportive housing units dedicated to formerly homeless veterans. The site will also include ground-floor commercial space and a podium parking garage.

Designed to foster connection, wellness, and community, 2700 International will offer a variety of resident amenities, including a community room, community kitchen, computer lab, laundry facilities, outdoor courtyard with a play area, community gardens, and bike parking. These shared spaces will support resident gatherings, community meetings, social events, and programming centered on health, wellness, arts, education, and culture.

2700 International represents what’s possible when mission-driven organizations come together to invest in community. “We are grateful to our partners, including the City of Oakland, for helping make this project a reality. Through this partnership, we are creating permanently affordable homes, supportive housing for veterans, and spaces that will help families and residents thrive for generations to come,” said Chris Iglesias, CEO of The Unity Council, and Linda Mandolini, CEO of Eden Housing.

The Unity Council and Eden Housing are serving as co-developers for the project. The John Stewart Company will manage the residential property, while The Unity Council will oversee management of the commercial spaces and provide resident services for non-supportive housing residents. Insight Housing will provide supportive services for the 22 veteran households, which will also receive rental assistance through 19 VASH vouchers.

Funding Partners

2700 International was made possible through the support and collaboration of key public and private funding partners, including:

Their investment reflects a shared commitment to advancing equitable, community-centered development and expanding access to affordable housing in Oakland.

Construction on the development officially begins this month, with partners, elected officials, and community members gathering to celebrate this important milestone and the collaborative effort that made the project possible.
