– Eden Housing celebrated the beginning of the construction of Ruby Street Apartments, which will provide 72 affordable homes in Castro Valley. The apartments will serve individuals and families experiencing homelessness, people with developmental disabilities and veterans. –
CASTRO VALLEY, CALIFORNIA — April 29, 2024 — Eden Housing, a leader in affordable housing development, celebrated the initial stages of the Ruby Street Apartments development with a hard hat tour. The event, held on April 26, 2024, showcased the upcoming 72-unit affordable housing project located at 22447 Ruby Street, Castro Valley, California.
Ruby Street Apartments will provide essential housing solutions for individuals and families across various demographics, including those experiencing homelessness, veterans and people with disabilities. Income eligibility for these homes ranges from 20% to 60% of the area median income.
The development features 18 units designated for individuals and families experiencing homelessness, with a strict income cap of 20% of the area median income. Additionally, 15 units are reserved for veterans through the VASH voucher program and 10 units are allocated for people with disabilities through the Mainstream voucher project and will be paired with Regional Center of the East Bay (RCEB) services. The remaining units are open to individuals and families earning up to 60% of the area median income.
The Ruby Street Apartments site was acquired from Caltrans in partnership with the Housing Authority of the County of Alameda. The project aims to foster community on and off-site, featuring amenities such as a community room, residential courtyard, play structures, community gardens, and meeting spaces. The development will also have direct access to the proposed San Lorenzo Creekway, a bicycle and pedestrian transportation corridor that will enhance connectivity and recreational opportunities for residents. The building was designed with a sustainability focus and anticipates GreenPoint Platinum rating.
Spanning 6.28 acres, the site is divided into three parcels, with approximately three acres dedicated to affordable rental housing and the San Lorenzo Creekway. Other parcels include a portion of the San Lorenzo Creek and a Caltrans conservation easement as well as a 0.34-acre parcel donated by Eden Housing to the Hayward Area Recreation District (HARD) for a small park or trailhead.
The funding for the Ruby Street Apartments project comes from various sources, including National Equity Fund (NEF), Silicon Valley Bank, the County of Alameda, the California Department of Housing and Community Development No Place Like Home and Housing for a Healthy California programs, the Regional Center of the East Bay and the Federal Home Loan Bank of San Francisco.
Special guests and speakers at the event included Michelle Starratt, Director of the Alameda County Housing and Community Development Department, and Alameda County Supervisor Nate Miley.
